This is one of our Breakable Objects, this one specifically is the Fire Hydrant.
When you ram into it at the speed you have chosen in the script (or the default speed), the fire hydrant will break and then water will come out of it, like real life.
The Hydrant can be repaired with the included Hydrant Wrench tool.
