No tactical or technical requirements were made by the Main Rocket and Artillery Directorate (Glavnoye rocketno-artillery Upravlenie, ????) for the development of a portable rocket launcher. As a result, two versions emerged: the Grad-P (Grad-P) and the Partizan (Partizan). In July 1965, the Grad-P rocket launcher was handed over for testing.
