n 1965, at the request of the Democratic Republic of Vietnam (Customer No. 075), the Central Committee of the Communist Party of the Soviet Union (CPSU Central Committee) instructed the Ministry of Defense Industry to develop a lightweight portable missile system for the M-21OF unguided missile. No tactical or technical requirements were made by the Main Rocket and Artillery Directorate (Glavnoye rocketno-artillery Upravlenie, ????) for the development of a portable rocket launcher. As a result, two versions emerged: the Grad-P (Grad-P) and the Partizan (Partizan). In July 1965, the Grad-P rocket launcher was handed over for testing.
