1. You cuff the player, they are free to move around.
2. You then have have the option to uncuff them or drag them.
3. Once dragged, you have the option, to let go of them (keeping them cuffed), or to arrest them.
4. Once you arrest them, they spawn on the jail team (which you can set up) and there will be a timer for when they can be released.
